Work Plan for Safety Hazard Investigation in 2014

To further strengthen the supervision and management of safety production, enhance the company's safety management level, resolutely curb the occurrence of major safety accidents, effectively implement the safety production responsibilities of responsible persons at all levels, ensure the personal safety of employees, and ensure that there are no safety production accidents. We have specially formulated the 2014 safety hazard investigation work plan.

According to the Interim Provisions on the Investigation and Management of Safety Production Accident Hazards (Order No. 16 of the State Administration of Work Safety) and the Safety Inspection and Hidden Danger Management System, develop work plans suitable for each unit of our company. The special operation for identifying safety hazards began in July 2014 and ended in December 2014.

The leading group for the investigation and management of safety production hazards in the company is responsible for organizing all units to implement the investigation and management of safety production hazards. The leadership group has set up a safety and environmental protection group, responsible for daily safety production hazard investigation and management, supervision and inspection, and assessment work.

1、 Security check

Carry out safety inspections centered on checking ideology, management systems, safety training, use of protective equipment, on-site hazards, safety facilities, management of special equipment and hazards, accident reports and disposal, workplace hygiene and environmental governance.

1. Check your thoughts

Check the ideological understanding of safety production among leaders and employees of each unit, whether safety production work is put on the agenda, and whether the concept of "safety first, prevention first" is implemented.  

2. Check management, system, and implementation of laws and regulations

1) Check the implementation of the safety production responsibility system. Are each department responsible for safety production within their respective business scope; Can the safety production responsibility system be conscientiously implemented, and is there any illegal command on site; Whether employees have engaged in illegal operations and unsafe behaviors.  

2) Check the safety inspection system, whether regular safety inspections are carried out in the department, and whether there are inspection records and rectification forms for identified problems.  

3) Check whether the safety regulations and systems are complete, including the established safety production management, assessment, reward and punishment regulations, on-site operations, hazard sources, hazardous site safety monitoring, and the implementation of safety regulations and systems.  

3. Safety education and training situation

1) Check the implementation of the employee safety education and training system. Has an employee safety education and training system been established, and is the safety education and training work planned, implemented, assessed, and documented.  

2) New employees entering the factory, employees transferring to other positions, temporary staff safety training, whether the workshop provides safety education and training to employees on a monthly and weekly basis, and the operating procedures and job training for each type of work shall be based on records.  

4. Check for potential hazards on site

1) Check the on-site safety management of safety protection devices and critical areas in the production site.  

2) Are safety protection facilities, railings, knife switch covers, etc. complete and effective; Electrical safety facilities, such as safety grounding, lightning protection equipment, and explosion-proof performance; Ventilation and lighting conditions in the workshop and pit.  

3) Storage, transportation, and use of electrical rooms, flammable and explosive substances, and toxic and corrosive substances; Fire prevention, explosion prevention, lightning protection, poisoning prevention and other protective measures; Whether the system is sound, whether safety inspections and supervision are in place, and whether various ledgers are complete.  

5. Job safety inspection

1) Check the wearing and correct use of labor protection equipment by on-site workers.

2) The implementation of civilized production and regulations on site, and whether there are any instances of leaving or sleeping on duty. During work, it is not allowed to wear skirts, slippers, high heels, etc.  

3) The hanging of safety signs should be standardized and tidy. Maintenance tools and equipment should be placed in designated locations in the duty room and tool warehouse. Work positions should be kept clean and orderly, and ventilation and safety passages should be unobstructed.

4) Check if there are any other safety hazards in the job position.

6. Management of special equipment

Check the safe operation of pressure vessels, lifting equipment, etc; Whether special equipment has established technical files, complete operating procedures, safety management systems, and maintenance systems.

7. Implementation of hidden danger rectification

1) Can measures be taken to rectify hidden dangers, clarify responsible persons, and implement planned, controlled, and recorded rectification of major hidden dangers.

2) For the identified safety hazards, a "Hazard Rectification Notice" shall be issued, which shall be signed by the competent safety department and sent out. The responsible person of the unit or department where the hazard is located shall sign for it and be responsible for rectifying it within the required time limit. The notice shall be archived and kept for future reference.  

2、 Troubleshooting methods

Various methods such as comprehensive inspection, professional inspection, seasonal inspection, holiday inspection, and daily inspection should be used to conduct hidden danger investigation work. At least one comprehensive inspection should be conducted once a month to ensure "horizontal to the edge, vertical to the bottom", leaving no blind spots or loopholes.

3、 Job requirements

1. Enhance awareness, strengthen leadership, and solidly carry out hidden danger investigation and governance work. The heads of each department should personally take charge, fully recognize the importance and necessity of carrying out hidden danger investigation and governance, enhance work initiative and consciousness, effectively take hidden danger investigation and governance as the main line of safety production work throughout the year, carefully organize and deploy, and make every effort to do a good job in this work.  

2. Strengthen publicity and widely mobilize employees to actively participate and closely cooperate in the investigation and control of hidden dangers. Each unit adopts self-examination, self correction, mutual inspection and other methods to carefully and meticulously search for various accident hazards around them, without resorting to formalities or leaving blind spots.  

3. Establish a long-term mechanism for safety production, implement safety production responsibilities at all levels, ensure that everyone bears the heavy burden, has indicators on everyone's head, and strictly prevent any liability accidents during the rectification period.  

4. Each department should immediately issue a notice of hidden danger rectification for the discovered hidden dangers, track and supervise the rectification situation, and summarize, assess, and report it in a timely manner. The rectification of hidden dangers should clarify the rectification objectives, methods and measures, funds and materials, institutions and personnel, time limits and requirements. For those that cannot be rectified in a short period of time, they should be reported in a timely manner and temporary measures should be taken.
